The EDIT part, IMHO, seem to suggest that we should still be pressing the "New" button but write C:\Program Files\Java\jdk1.7.0\bin; (with a semicolon) .

My Windows 7 64-bit system had a 32-bit JRE installed (don't know why), so I installed the 64-bit version and added to PATH the new directory.
